Fuelpump problem

Hello, my fuelpump was not running, the old original fuse was blown, i replaced it with a 5A Slowblow. Still not running, so i connected my multimeter and read 11,6V between fuse conector and negativ ground...hmm..shoud it be 24 v? I got 24v in the electric connector but only 12v inside the fuseholder, i dont understand....you guys have a tip?
