Gen 2 flickering

I've read and searched and read some more but can't pin point my problem.

I just fixed my volt gauge with a 300ohm resistor and noticed it jumped right to the tip of green almost in red.
Now it reads in the middle of the red....
All the while gen 2 flickers.(I do have some problems with the printed circuit)

But my biggest concern is the volt gauge reading that its overcharging

My reading on battery's not running are as follows
Batt 1 13.2v
Batt 2 13.3v

While running
Batt 1 14.6v
Batt 2 14.7v
Combined 29.3v

13.5-14.7 isn't out of the ordinary. Go check a 48v electric golf cart while it's charging and watch it pump 54-58v to it

Most mechanics consider an alternator to be undercharging at less than 14.3. How are your batteries' health?

The voltage regulator set point is 14.8 volts. If you are within .2 volts, the alternator(s) is working ok.
