Jeff, probably a fire extinguisher bracket. They like to put them on the fenders sometimes. You can see where the paint isn't faded as well.

M939 Antenna Mounting

Those are the mounting holes for an antenna support bracket brace. The antenna base bolts to the front of those holes on the flat part of the fender and there is a separate brace that bolts to it going down the fender.

I just finished mounting mine last week as it took me a while to assemble all the parts needed.
