Hydraulic pump while driving?

So my understanding is that you cannot have your truck in drive while using the PTO driven hydraulic winch.

Can that be reprogrammed so you can drive?

Do the dump trucks use the same hydraulic pump? I assume they can drive while using hydraulics. Is that true?

That manuals at the other shop. Pretty sure the transmission is in "Drive" to turn the pump, transfer case is in neutral. Engine RPM is up to ensure flow and cooling, hence the transfer case in in neutral. I'll have to get the TM out for it .
