I know that you used to be able to leave feed back, was that feature removed or relocated?

It's still there. Just click on the users profile page and then click on the feedback tab. As Frank posted, you can see the "leave feedback" link.

Thank you. Missed that tab all together. I just thought that I saw a thread that said feedback was being removed, must of been something else.

The "reputation" thing was removed some time ago. (It served no purpose and only lead to people getting upset)
