LMTV bumper loop?

Anybody know what the purpose of this cable loop in the bumper is for? Someone went to a lot of effort to install it, but I can't figure out what it's useful for. It's not strong enough to hang something from.

They’re for holding the tailgate in the down position when driving.

Open tailgate then move the loop over the cargo cover hook on each side.
