Looking for the mfr year of my HEMAT M989A1 -

Hi All. Just bought one of these from Gov Planet. I am trying to register it, but Gov Planet says they need the year of Mfr to complete the request. They told me to speak to the mfr. which is

Systems & Electronics Inc. They were nice enough but said they can not give out any information and that I needed to go thru the DLA. DLA once again was very nice but referred me to Gov Planet. Does anyone know how to obtain the year of mfr on these HEMAT's. I have the Serial Number, the vehicle registration number, and the NSN Number.
Any help would be appreciated​

Does it have a Data plate on it? If so use the date of delivery.
