Low air pressure showing on dash gage.

I'm looking at several M35A2 to buy. I've noticed a couple of them with pics of the dash with the engine running, haveing low air pressure. That is per the TMs that say it should be 105 after a few minutes to build up. Is that in a perfect world? What can be the cause? Didn't see anything in the TS pub about air pressure.

They may of just started the truck when they took the photo. It should be around 110-120 psi most of the time.
