M1009 Brakes dragging

this is the m1009 im going to keep. about to put it on the road. all the brakes are new. rears drag pretty bad. pulled the wheels off. looks good. everything is where it should be. any ideas? im stumped at this point. thanks

Are the adjusters free and working?

Wheel cylinders OK?

If so, back off the adjuster and readjust...about all I can suggest.

pretty sure its the emergency cable. took it all off. pulled the cable as hard as i could. didnt move one bit
