M1009 Tail Gate Rust

I have noticed that many M1009s have a patch of rust on the lower, center portion of the tail gate. I had a rust patch and had it fixed when mine was repainted about 15 months ago. I also replaced the rubber on the rear window. The rust has returned. Either I'm still getting some kind of water intrusion / corrosion cause or it wasn'f fixed right the first time.

Has anyone tracked down the source of the water intrusion and/or other corrosion cause? Does the tail gate need weep holes?

I'd like to fix this correctly this time.

Any door with a roll down window needs weep holes! Also you can buy 3M e-coat it is kind of waxy and you spray it on the inside of the panel. This keeps it from rusting!
