M1010 ambulance glow plug control board - delta from standard?

We are working thru the mechanical refurb on a M1010 ambulance. To my surprise the charging system works fine but what is a little funky is the starting. On my M1031 the "Wait" light comes on for 15 seconds or so and then she starts first crank every time.

The M1010 has no Wait light and starts only on the second crank. The first crank it does not start then you hear relays clicking (which I don't hear on my M1031) and then she starts perfectly on second crank.

Suggestions? Thoughts?

First thing is to fix the wait light, the TM has the steps to check it.
