yes it is. They are good for sand, but beat up the bearings on the trailer. That chassis looks like one of the new waterbuffalo trailers.............

They put those on the M1073 and other similar deck trailers they like to tow Mine Clearing Line Charges on. 5, 7 and 10 ton trailers. Nice trailers but they don't go for cheap because of their capacity. Once Clark Truck or the like get them they want $3000+ for them.
I've thought about one of those Generator trailers for a small camper setup. It'd easily support anything I want to put on it.
