M915 series truck FCI Rebuild?

Anyone have one of these rebuild tags? Base model 916. Tag reads rebuild by Unicor FCI Gilmer, 201 FCI Lane, Glenville WV. Which is a bureau of prisons facility. Rebuild date of 2005/06. Probably need to make sure the brakes work properly i assume ha. Some footnotes of a few social forums state that inmates did the rebuild there
Yes the bumper was added afterwards heck of a cow battering ram.

I definitely remember Unicor (Federal Bureau of Prisons) tags on many GI items during my career but they were usually limited to things with no moving parts, such as "tighty-whitey" underwear, foxtail brooms and dust pans.

I guess it's not out of the realm of possibility that prisoner rehabilitation might have included heavy vehicle repair. That's pretty interesting!
