What is this? There is air leaking out of it!

Don't know what kind of rig that is, but it looks like a shutterstat to me. Air actuated to engage the big fan when the coolant gets too hot.

Replace it or go to a switch solenoid like I did. Sometimes they kick on when they don't need to. The switch gives you on off control

Take it apart and clean it and look for bad o-ring
