Manually lock front axle in 6x6 and use Locking hubs?

I have a 1967 M35A2 with a Rockwell T-136 Non-Air shift Sprague type transfer case. I can not get it to engage no matter what I do. I believe the Sprague is non functional as far as 6x6 operations is concerned. I am looking for alternatives to replacing it.

Does anyone know how or point me in the right direction to manually lock the front axle in 6x6 and then use Hubs to switch out of 6x6 when needed? Memphis Supply used to sell a manual conversion kit years ago but can no longer get the gearing.
