Yes, it is usually a (bigish) coil or three for three phase, like a transformer. Because the AC going through it needs to vary, as it is an alternating current, the reactor is chosen to have a value that makes it essentially no barrier to 60Hz, but a barrier to higher frequencies (harmonics), or sudden changes in currents (like short circuits).
