What is the purpose of the reactor in the ac output control box?

I don't know about the MEP-003, but line reactors are used to help reduce harmonics to improve power quality, and also reduce the magnitude of short circuits, by increasing the impedance, e.g.

It must clean up the power or stabilize the outgoing ac. Trying to simplify the explanation. It must apply to single phase as well as 3 phase power?

Yes, it is usually a (bigish) coil or three for three phase, like a transformer. Because the AC going through it needs to vary, as it is an alternating current, the reactor is chosen to have a value that makes it essentially no barrier to 60Hz, but a barrier to higher frequencies (harmonics), or sudden changes in currents (like short circuits).
