Wow.... that's one of 3 things...
1) Ingenuity ( working with what you have available.... )
2) Redneck Redundancy... if the tube fuse fails, lets see if the maxi-fuse blows too, if not there really isn't a problem.....
3) Someone's idea of a good joke for the next guy going in there....
But look at it this way... they soldered it on, so their intentions were good, otherwise they would have just jammed it into the holder along with the tube!
