Mrap ladder

Hi guys, today i picked up a ladder from a local auction. After a quick search it appears to be a rear boarding ladder for MRAP vehicles. Now my question is if anyone knows what are the panels used for, they flip open towards the steps. Looks like it can be used for attaching some tools or something with straps trough the loop holes on the panels.... ? Thanks
