Multimeter Readings

Hi,
Have a M1165A1 with a 400 amp Niehoff alternator. Been trying to fix a bouncing volt gauge needle. My question is about taking readings with a multimeter at the voltage regulator and battery's. Should the readings be pretty steady? Currently the readings fluctuate around +/- 1 or 2 volts.

is this right at startup, or after it has been running for a few minutes?
I know for my truck the needle bounces the first minute or two due to the glow plugs pulsing, then after that it settles down.
