New - From Nebraska... Need Help

I am looking at an Encore 151a2 Replica and need some advice from anyone who is willing to help. The guy says it is a 1999 Encore and has a Vin number from Clearwater Fl. does anyone know anything about this vehicle? The transmission sounds like it is going to let go at anytime, is this normal? I will get pictures tomorrow. Thank you for any help.
