welcome @Guzzlebelly and mm well I would say to look up the technical manuals shared on this forum for the 813's, as your wipers are very likely air-operated ones so you're going have a particular air valve relay to look at (it may work again after some banging&cleaning or not..)

Hi all, recently picked up a M813 from upstate Ohio and Iron butted it home (12hr ride straight through the night). Excited to have the unit. The air system works for the most part however, I am having an issue with the horn and the wipers any suggestions?

Welcome to the Outfit! Download the TM's for your "new to you" vehicle. They will help you save money over time.

The wipers - I would load up an old fashioned pump oil can with some Marvel Mystery Oil (MMO) and after disconnection the air line, give it a short squirt. Chances are that the truck has been sitting for a while and the heat and lack of motion of the Wipers have just made them tired. I would try the MMO several times before you give up and take them apart and clean and rebuild...
