The filter was dry. I pulled the pump and stroked it by hand and it was moving fuel. I am going to pull the valve cover today and make sure the eccentric is driving it and move forward from there, as the last thing I touched in that circuit was the eccentric. It may ha e loosened up.Fuel pump or blocked needle and seat in the carb? My stock engine would just turn off while driving due to crud in the tank blocking off the needle and seat. I was running 2 see thru fuel filters and carrying a few spares for a while. I finally pulled the tank, had it boiled clean and all was well.
However, if it is the actual fuel pump. The diaphram doesn’t like the ethanol in the modern gasoline. A company called then and now makes rebuild kits that work:

Most of the time the gas cap has a selector inside, set to 'open' or 'vent'.
