oregon HMMVW titling for special interest vehicle

SB645 passed the State Senate, passed the House and was signed by the Gov. It includes HMMVW's to be considered special interest vehicles, so they can be driven on the road to events, parades, cruise in, or a sunday spin. It takes effect 1/1/2018.
