Please ID this antenna

I bought an antenna on ebay last week. It looks different than anything I've seen before. Can anyone ID this thing for me? The antenna is enroute so no NSN or part numbers. It looks like one of those IED Countermeasure type antennas.

Looks like the lower element of a Cobham COM-231. VHF 30-88 MHz. It's designed for use with SINCGARS.

Is there something on the top of it? or is it smooth? if it's smooth I'd say it actually in an CIED system antenna. I had a conversation about this a few months ago on the G with someone. get a desert tan paint job on it and it will fit the role.
