need help reinstalling the steel balls on my 5 ton front axle , have the center one and three others in but cant get the 4th one to go in

That is a Bendix-Weiss constant velocity joint. They work much better than a U-joint.
I've seen them "popped" back together with it mounted vertically in a big bench vise, one guy holding the loose shaft inline with the bottom, with the balls as close as possible, the other guy giving it a good slap with a big hammer.
That was many years ago, and there may indeed be a proper way to do it.
