Truck Rebuild tag?

Does anybody know what this tag means? It is located on the top of the front winch plate. Does it mean the truck was rebuilt or the winch? The truck is in good shape and has a lot of new parts on it. The engine is the LD-465-1 with turbo. i beleive a date is cast on the block that says its a '69, but the truck is a 72. Could it mean the engine was rebuilt where it recieved a turbo from the depot and the other new parts installed at the same time?

The winch was rebuilt. I think the truck gets plates on the dash when it gets an overhaul.
