US Army Tank Command, TACOM is in charge of all Army equipment loaned out for displays. The want list is long and political. Expect a very, very long wait unless you get you senator involved.
Yep, should have mentioned, the place the reference shows above is TACOM and the place that I had go to that reference was only looking for a M113. I think it does have a lot to do with what you want and there is expense to it. The vehicle has to be demilled and transported at your expense. It still belongs to the govt.
The good part is that most of the 'display only' tanks are stored in Anniston, AL, so the shipping will only be an arm and a leg, with a mortgage on your first-born.
