WC63 color mystery

In the mid-80s, I purchased my WC-63 where I saw it parked in front of a business near Hesperia, CA. I'm in the process of getting it back on the road, but I'm a bit confounded by the color beneath the peeling gray paint. It appears to have been yellow. The yellow paint is evident everywhere--including underneath the hood, running gear, and the wooden bed panels--which seems to rule out a simple repaint that would not likely have included all of components. Please see the photos.

Does anyone have any idea that may point to the original use or history of this vehicle given the apparent yellow factory paint?

In my opinion, this yellow repaint was done by the first government agency that received the truck from war surplus. Could have been the California highway dept etc.

I don't know about yellow paint, but that is one good looking truck!
