What does the start / inhibit switch do in the electric box?

It inhibits starting. I don't know why that feature is there.

it is there to allow you to bump the engine around for diagnostics without fear of engine starting or trying to start.

It disconnects the power to the fuel solinoid, preventing the fuel from reaching the engine. It will crank all day amd never start if that switch is pressed.
