What is this Deuce part called?

I acquired some spare Deuce parts, some I need and some I do not that I want to get rid of. I think this is part of the winch setup but I am not certain. I don't have a winch so I don't need it but don't know what to call it. Sorry if this is a dumb question, but I am new to the Deuce community. I cannot decipher the part number on it.

That looks like a locking pin from the winch not sure of the real name for it, but my winch is missing that part. May have something to do with the free wheel application
