what tires and wheels are these?

I found this picture in a post by rizzo of a mud bog somewhere. It looks like this guy has regular 6 lug duece rims with bigger military tires on them.Is there something I'm missing, or is it possible to do that safely?

Looks like 14.00R20 XZLs (TT) on std. 20x7.5 M35 rims. These tires are designed for 10" wide wheels but this is still safe enough for low speed off road use.
