What's up with draining all the fluid's when De-Miling a M1079 ?

Been looking for a M1078 or M1079. Found some in TX. but their not running and have had the fluids drained ?

Other than they don't run. (maybe getting junk) Is this a sine that they are JUNK ?

A lot of posts have very stringent EPA regulations and rather than take the chance of being fined out the wazzu for a drop of oil spilling they simply drain the fluids. It's generally not an indication, good or bad, of the vehicle condition.

DRMO (aka DLA Disposition Services) requires all items to be drained of any and all HAZMAT. Well, supposed to be. Sometimes you see this very violently (IE punching the oil pan) or very conservatively... or forgotten. I know Bragg did require it last time I turned stuff in, but that has obviously changed as the M9XX trucks I have seen from GovPlanet function and have fluids.

No its a Ft Hood thing. They have been known to be pretty brutal with the techniques, like pick axes to oil pans. But the trucks are not any worse than other locations for the most part.
