Windshield washer pump

Just put in a new rebuild kit for my windshield wiper pump, new park switch solenoid, new tank, hoses, etc.. but it won't spray water. I can hear it click on but it's like water bypasses the piston and goes out the bottom?? Any ideas? I've blown everything out and made sure there is no blockages. Thanks!
