How to unlock turn signal

I have a M923 that I recently Purchased, the lights and turn signals do not work, there is a lever that is in the lock position but 'i cannot unlock it. Any ideas

The way this switch works is you need to lift up on the lock lever while simultaneously moving the switch lever (top lever) to the position you want it in. Right is for the service lights and left is for your blackout lighting. I've had the spring in the lock lever break before and the lever could be jammed either up or down. It only moves about 3/8". The lower left lever is for the dash lighting. People have a tendency to leave the switch in the service brake mode but this leaves the dash lights on if the lever is in bright or dim and this will eventually kill your batteries. Remember to turn the switch off at the end of the day.
