More starter woes....

Me again guys,put in starter with new selonoid,did the dog head mod..batteries charged,ignition checked ok..turned key and all lights work but still no starter,friend checked voltage out of relay and it was about 3.5 volts..shouldnt that be 12? any ideas? From what I read inline fuse maybe? Anybody know ANYONE south of dayton Ohio that knows these vehicles? Its my only vehicle and this time its breaking the bank..still love it though...THANKS for any help I can get!

Did you check the starter switch on top of steering column?

Yes he checked that

Check your connections on the doghead relay
Make sure they are tight. Mine were not, it did
everything except crank. Good luck
