What does this do? (Water Separator internals)

Other than require constant disassembly and cleaning. I'm sure it's a debris trap, but what is the plunger thing for? Vent moisture?

Its a water seperator for the CTIS TM 9-2320-272-24-2. Vol 2. Page 3-1279

You may have too much water in your system and need to service your air dryer of you are constantly having to drain

Or your governor is having issues causing your compressor to run all the time and cause excess moisture and not cycle off.

It's never had any moisture. Just debris, small flecks of rust, grit, etc. Starts leaking air. Can I just cap the bottom port off?

No. You need to clean and drain your wet tank out. It may be full of rust
