Hmmwv rear wheel inside oil leak

I have a 1989 HMMWV that the drivers side rear wheel is leaking oil. The leak is on the inside of the wheel seeping out of what I call the hat. It has 4 bolts holding it on. Can I simply loosen it, clean it and reseal?

steering arm cover. It looks like someone has already messed with the bolts. Maybe trying to fix this issue? Or creating the problem.

Remove.
Clean.
RTV.
Torque to spec.
Good time to inspect all bearings and retorque spindle to spec. New washer required and lube

Thanks for the advice. This is the rear wheel but it's still a steering cap? So just unbolt, remove, clean and RTV? After a trip to Home Depo (20 miles) it leaks down the tire a bit.

My question is when I remove the cap should fluid come out normally? It is not normally dry in there.

Yeah its still a steering cap. There are rear tie rods.

Is it the photo angle or is that part bent? Sure looks like it. If so you will need a new one. They were aluminum early production.

Fixed the leak by pulling the cover and resealing with Permatex "The Right Stuff". Turns out one of the bolt holes is stripped. Will helicoil at a later date as it's holding up so far. Thanks for all the help!!
