Bench tested the two A4 relays to be OK

Push in CB1.
Open the control panel.
Put your fingers on the K1. Place S2 in the run position. Do you feel it click?

In the run configuration, CB1 pushed in, S2 in run) do you have 24 VDC at TB1-10, (terminal board in the control panel)?

No K1 click

By the way, why do you keep me pushing CB1? It never is out.

Bad habit. We will just call it run configuration now, or start configuration.

Wire number 45A goes from TB1-10 to S2, pin 3. When the S2 is in the run configuration, then the power should come out on S2 pin 2, wire number P40S. Trace the flow this far.

Something to do after you trace the wires. Disconnect the cable between the A9 fault indicator, and the SP relay box. Ohm out pins A & B, to see if maybe a wire is broken or unhooked.

45A From TB1-10 to S2 in run config has continuity.
P40S from pin 3 to pin 2 in run config has continuity.

Lets do a round up.

When you felt K1, you didn't feel any click.
Earlier you tested the A4 card, and said you had VDC at pin 7, in run mode. But no VDC on pin 9. You also said you had in the start position, voltage on pin 8, but not pin two.

This means K1 is not closing.

Ok. Put it back in. Then using the M-meter on ohms, on terminals 1&3, (getting continuity) put the S2 in the start mode. You should get an open. Does that happen?
