I have gotten a MEP-831A from my dad, he used it regularly and had no issues, it sat for a couple years. I have drained the fuel and replaced the filter. It starts up fine with power or pull start, runs for about 5 minutes then starts surging then dies. Any help with this would be greatly appreciated.

OK. If you can hold the speed control by hand and keep it running it eliminates a lot of possible problems.

Your problem of it running OK for a while then going crazy is one I've run into a number of times on these sets. Each time it was the speed control module behind the control panel flaking out. You can find the OEM ones around (currently one on ebay) or you can order a better than stock one from Kurt here on the forum.
