The six hole rectangular pattern on the flat plate mounted a “sugar scoop” antenna bracket. Entire thing looks shop made.

There was a kit for mounting 2 tall antennas on troop carriers and the high back amtech clamshells for 2 man configurations.
Hole pattern does look to be that of a "sugar scoop" Frame look to be shop / purpose built. I see more antenna mounting point at the rear.
