Ospho go bad?

Ok, I was pulling off my front skid plate and noticed the casting for the front right spring perch (M1083) had blistering paint. I chipped it all off as best I could (hard to get at), blew the dust off, then painted on ospho. Last time I used ospho, I saw instant fizzing. This time, nothing. It did fizz on the concrete, but that was the only reaction I saw.

My bottle is probably 2-3 years old.

Did it go bad or am I just impatient?
