Delaware will register, title and tag HMMWVs as a commercial. Some of the DMV workers are uninformed on the process though

Let's be honest. No state is "friendly". Just more willing to accept revenue than others.I find it amazing that Florida is not friendly but the peoples republic of Massachusetts is friendly.??

Are people sure that NY is friendly? I am a former resident of that Soviet republic and do travel back there a few times a year. I have seen two HMMWV tagged in the state but I assumed they must be older units. NY does a yearly inspection, including emissions testing.
I think vehicles that are pre-1996 are exempt from the testing, but for newer vehicles, as federal regulations got more strict, so did the testing. I don’t see how ~2007+ trucks would pass.
Depending on the year of the vehicle, NYS also requires Cyclopes lights and airbags and some other junk Humvees wouldn’t have.
New York is green, the DMV will plate a HMMWV.
