I used to pass that weigh station daily, I stopped in once with the M35 because I wondered the same thing.
here's what I was told by the nice officers.
1) No CDL needed for an M35 even pulling a trailer.
2) No need to stop, it is for commercial vehicles only.

I use the horse mats as well, the ones I buy have nubs on the back to allow for air to get under the mat and keep it dry, living here in the great Pacific Northwet I haven't had a moisture or rust issue under them yet.

The mep-003 will operate correctly with the neutral to ground bond removed at the generator.
since you are running hot, neutral(ungrounded) and grounded conductors from the generator to the transfer point your house panel bonding becomes the generator bond.

Actually, since the box is being used for a distribution application it does fall under the NEC.
Internal wiring on gensets does not fall under the NEC however portable cabling and devices connected to them does. (things like cords, adapters, etc)

Moving the intake to inside is a great idea, you could also install a y damper and mix inside and outside air at whatever ratio you wanted.
