That is one reason I like my A3. The steel parts of the cap corrode like crazy, but the aluminum tank itself always looks like brand new. I previously had an A2 and I always filled the tank up almost to the cap. I never had any corrosion in the tank, only the steel parts of the cap.

Have you tried shorting across the contacts on the end of the solenoid? This would prove 24VDC directly to the starter.
