So this is just a WAG but it sounds like you are piggy backing off wire #47 if so move to #47A. It looks like your bus bar doesn't completely match the wiring diagram but it's hard to tell without physically being there.

The fuse is placed close to the battery to prevent an electrical fire if the insulation gets damaged on the positive lead and shorts to ground. The fuse should be rated to match the length and gauge of wire used. When everything is installed correctly the fuse will blow before any major damage...
Most of the shelter mounted radios/repeaters will be AN/TRC. I spent all of my army signal days in switches and nodes though (we always got better A/C "for the equipment").
