If you cannot get into any military bases, only option you have is hire a commercial carrier to pick it up for you? Is it true? That would not be economical thing to do. Beside, you need to be a retiree to take time to deal with GP or almost beg them to get your item.

I had bad experience at Camp Lejeune . I went to pick items a couple time. The guys don't like to pick their phone neither except Thursday. I try to stay away from Camp Lejeune GP as much as possible. GL at Ft. Bragg is a lot nice.
It was wired like this since there are 2 units on a M1102 trailer with transfer switch. As far as I know, if the unit configures as 120V 1PH, only L3 / N will be used. There should not have any power on terminal L1 or L2. I just measure power between L3 and N.

Are you sure about that? If you look at the first picture at the bottom, 120V - L3, N and it matches with second picture at 5 o'clock. I am not an expert but I will try it anyway.
