Never seen it on a CUCV, but on the 5.0s I have worked on, if you look across the face of it from the top or side, you will see the outside ring wobbling slightly.
I wanna see camo window tint done, that would tie it all together. Below is a chart of available colors.

Quite possible or it could be like yak50pilot said, a condensation / carbon mixture forming on the louvers of the muffler, which put it out in the exhaust stream more than a straight pipe.
Unless it is a school zone.
It is funny how traffic flows out here, I was in my Chevy box van yesterday with 2 tons of carpet in it and rolling along at 75mph, getting passed like I was walking.
