If you're able to speak with him again, rather than having them classified as historic vehicles, can you see if he can have the bill authored to just recognize them as motor vehicles? That's the sticking point with BMV. They will only recognize them as ORVs, not "motor vehicles".

In a state where I can take a pile of tubing, a welder, and a drivetrain and build a street legal vehicle in my garage, there's no reason a HMMWV and all other MVs shouldn't be road legal.

So far as I know, the only official memo was the one from 4/17 regarding HMMWVs and their off road status (which I believe to actually be incorrect considering the prior NHTSA rulings that HMMWVs are primarily on road vehicles), essentially reaffirming how off road vehicles are to be operated...
No restrictions on existing Ohio residents with an Ohio DL operating out of state owned and registered vehicles. Only new residents moving into the state with out of state licenses. So not much they can.
The Ohio BMV is largely occupied by mouth breathing, rubber stampers. Anything beyond renewing registration or a driver's license has a tendency vapor lock them.
I'd go to a different office and hope you don't get some other Affirmative Action hire but, if you want to have some fun, ask them...

And no, the mount doesn't generally interfere. If I crank the carrier all the way up it can rub a corner but if I lower it a little it clears fine.
That chance of rain ended up turning into rain, and at times quite a lot of it but, there was still pretty great turnout and everyone had a good time. We had several popup shelters and the member lounge was opened up for everyone to enjoy.
