The A3 rims will work fine on the A2 - IF you flip the rear hubs. The lug holes on the A3 wheels are not chamfered on both sides to be reversed on the rear laxles like the 900 series combat wheels.
Also,
TM 9-2320-272-24-2 covers the 5-ton combat rim, which is very close to the A3 combat rim. The procedure starts on page 3-630.

What pressure are you running in the rears on your truck? I normally run 35psi without a load, this minimizes wheel hop on the road.

In the Colorado Springs, the diesel emission shop that can handle tandem axle vehicles is Exhaust Readers on North Nevada. They will want you to remove the front driveshaft for the test. The cost was $100.00 last year.

I have titled 3 trucks in Colorado from GL. You need the SF97, VIN inspection, insurance and emissions. There are procedures in the motor vehicle office title manual that covers SF97's. If they are confused, have them check the manual.
