You are correct. The truck weighs 28,880 lbs. But I had to register it with a GVWR of 28,880 plus 5 tons. That is why 38,880 stuck in my head because I had to pay for a tag with the GVWR weight. Ouch!

The frequency is set by RPM. If one leg is @ 60Hz, then the others should be too. My bet is your Hz transducer is going pear shaped. Here is how to check:
